Mission & Purpose

To teach children how to save lives and property through the proper use of 9-1-1, the nation's universal emergency telephone number.

Youngsters who complete the 9-1-1 for Kids® classroom program will know:

  • WHEN to use 9-1-1- and when not to;


  • HOW to place a 9-1-1 call and;


  • WHAT to say in case of a police or fire or medical emergency.

Armed with this basic information about 9-1-1, young children will be able to:

  • Call for help when they need it for themselves or for others.


  • Assist in saving lives and property.


  • Avoid costly abandoned or prank calls which tie up the 9-1-1 dispatch system.

Goal of 9-1-1 for Kids
Our educational mission and four primary goals for the 9-1-1 for Kids® program:

  • We created a 9-1-1 Mascot- Red E. Fox™- to serve as a spokesperson for delivering important messages about 9-1-1 to children and establish this effervescent friend and teacher as a 9-1-1 public safety icon in the traditional of Smokey the Bear and McGruff, the Crime Dog.


  • We developed a comprehensive educational package that both entertains and educates children ages 4 to 7y years about the proper use of 9-1-1.


  • We are implementing a national distribution program to make 9-1-1 for Kids® materials available to pre-schools, kindergartens and elementary schools throughout the United States.


  • Put the 9-1-1 for Kids® program into the hands of parents, 9-1-1 educators, public safety officials and others interested in reaching children about the proper use of 9-1-1.

Program Strategy
Everyone agrees that kids need basic survival skills, and one of the most important skill sets even young children need is what to do in an emergency. Teaching children how to save lives and property is no small feat, and that's why we've selected proven ways of getting our messages across to kids about when to call 9-1-1, how to call and what to say. Here's how we'll help kids learn how to properly use 9-1-1:

  1. Firmly establish Red E. Fox™ as the official 9-1-1 spokes-character, building on the warm reception he's already received across the nation and internationally where 9-1-1 is used. Kids see Red E. Fox™ as a cute, cool character that's smart, fun and helpful, making him an ideal-and memorable-carrier of 9-1-1 for Kids® messages.


  2. Use a 19-minute "edutainment" video as the keystone of the 9-1-1 for Kids® program in which Red E. Fox™ takes four children on a fast paced and fun-filled adventure, with stops at Telephone University, the 9-1-1: "Yes" or "No" Quiz Show, a 9-1-1 Communications Center and the 9-1-1 Hall of Heroes.


  3. Build further awareness for the 9-1-1 for Kids® program by extending Red E. Fox's™ visibility in parades, other special occasions and on a wide array of educational materials designed to make it easy for teachers, parents, and public safety officials to teach kids how to effectively use the 9-1-1 system.


  4. Provide how-to materials that help adults maximize use of the video and collateral items while minimizing the time and effort associated with the process.

We believe one of the most important strategies of the 9-1-1 for Kids® is to keep the cost of materials as low as possible, so pre-schools, elementary schools, public safety agencies and other groups and individuals can easily acquire the program.
